An Institute on the Economics of the Climate Resource — Final Report, K.A. Miller, R.K. Parkin, Eds., ca. 500 pp., 1996 (ESIG/NCAR).

This institute (Boulder, Colo., June 1995) was designed to aid in developing a research community that can contribute to an improved understanding of the economics of climate variability and change. This report includes full texts of lectures and extends the material to a broader audience of economists. Near-term decisions must be made in the presence of considerable uncertainty regarding technology, demographics and consumer preferences, climate responses, changes in local climates, and changes in climate-sensitive resources and activities. Needed is a continuing strategy of risk hedging, learning and adjustment, with economic analysis playing an integral role in guiding policy as it evolves. Following the short course, an e-mail discussion group, CLIM-ECON, was created to foster continued multi-disciplinary communication. (See GCC Online, Global Climate Change Digest, Oct.-Nov. 1996.)

IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations, 59 pp., 1994 (Univ. College, London).

Developed by Working Group II, these guidelines call for a seven-step assessment process. These include defining the problem, selecting an analytical method, testing the method, selecting reasonable scenarios of future environmental and socioeconomic conditions, assessing impacts, assessing the effects of autonomous adjustments, and evaluating each adaptation strategy.
